Membership Criteria:
The board shall consist of not less than five members and no more than nine members. The Governor shall appoint, upon recommendation of the county delegation, competent and discreet persons who are qualified electors of the county. Four of the initial appointees shall serve two-year terms, and the remaining initial appointees shall serve four-year terms. Members appointed are subject to removal by the Governor for incapacity, misconduct or neglect of duties.
